[HCDX]: Tinian tests

Interesting that nobody reported new tests from Tinian on higher frequencies
(only 5980 kHz mentioned in DX WINDOW).
I heard the tests on 17565 kHz on March 19, after 1200 UTC, but did not
write about it because I thought that "everybody" heard it or at least knew
about it ...  :-)
Extremely strong signal here in the middle of Europe.
ID as "International Broadcasting Bureau Station".
