Wow, that is some serious stuff.  I would try to run an antenna in a
perpendicular fashion from the power lines.  I am guessing it is a frying
noise you hear even if standing outside on a damp day.  I would also
consider moving.  I would have to think it not so good to live so close to
power lines of that power factor.  There has been talk of health problems
from EMF generated by the power lines.  If you can afford it, I would move.
