[HCDX]: 26 mhz

Does somebody know what type of stations in Russia use 25 and 26 mhz?
With the somewhat higher sunspotactivity I can hear quite some Russian
speaking stations between 25 and 27 Mhz. 
There are, besides cb activity, several more "official" stations using
these bands.
You can clearly hear "office noises" (ringing phones, typewriters etc) in
the background while communications are made.
