[HCDX]: DV of Burma via Palau

Heard very weakly around 1320 on 17/10 on test frequency of 13840 via
Palau. Signal too poor to pick out much of the programming apart from
talking. Seemed to be a different program to that heard on 15330 via
Juelich which was very strong, and 13820 via Dushanbe, although had a huge
open carrier sitting on top of it. Not sure what they expect relays via
Palau to achieve when Juelich, Dushanbe and Oslo seem to provide much
better reception.
