Upon further investigation, the station you heard appears to be Radio Guaiba
in Porto Alegre- up from their nominal frequency of 11785 as listed in PWBR
& WRTH.
In fact, I am listening to them now at 0115 UTC (14 Sep). The mentions you
heard as "Bahia" may have been "Guiaba" since I hear many mentions of their
radio station name when they talk. Their newscast at the top of the hour
earlier tonight mentioned Porto Alegre and Santa Maria (also in Rio Grande
do Sul).
I did not hear an actual "Radio Guiaba", so would have to log this as
tentative, but I am almost certain it's them.
