CANADA - Must check the RCI website more often; they seem to be keeping
it up to date with latest programming changes, including: Not only is
the last half hour of As It Happens on Friday occupied by a summer
relief show, currently The Vestibules at 2330 as previously reported,
but also Monday, Connexions, which was on last summer, must be docus
from NPR et al., like Sound Print; and Wed, Talking Books. Replacing the
defunct CFN shows via UKOGBANI only at 0500-0600 are: Spectrum, Wed-Sat
0500-0529 and for the first time on RCI, I think, CBC's Vinyl Cafe, Wed
0500-0559, on 7295, 9595, 11835, 15430; updated 30 June. While I was
there, I checked the times for the French mailbag, Le Courrier Mondiale,
in which Bill Westenhaver has told us he is participating with
introductory DX talks: Sun 1930 on 17870...11700; 2130 on 17820...9755;
Sun 2230 on 15305 only; UT Monday 0030 on 13670, 9755, 5960 (Glenn

CANADA - Dead Dog Cafe Comedy Hour episodes are being repeated daily
[weekdays] for months starting July 6 within This Morning on CBC, and
RCI at 1332-1345 on 11855 and 13650, the latter with perennial annoying
variable het, presumably Korea North (Hauser / GH SW/DX Report 98-31,
JULY 9)
CANADA - [non]. Another Sackville screwup, or was Wimbledon so important
BBC grabbed an RCI frequency? Sun July 5 at 1500 noted 13650 was on BBC
rather the CBC, whilst 11855 was still CBC (gh / GH SW/DX Report 98-31,
JULY 9)
CANADA - Thought you'd like to see the new RCI QSL card--the first new
one since 1995 (Bill Westenhaver, July 3 / GH SW/DX Report 98-32, July
16) --- It's a glossy color photo of two mounted Mounties flanking the
parliament clock tower, for the 125th anniversary of the RCMP =GRC

CHILE - Well, La Voz Cristiana is now, in fact, announcing four
frequencies simultaneously, and I can confirm three of them. At about
1540 this morning, they announced 21550, 21500, 17680 and 9635. 21550
and 21500 are both heard well, though 21550 has the stronger signal.
17680 is fairly strong, but it has a nasty buzz, reminiscent of some of
the old R. Moscow transmitters. Nothing heard on 9635, though it is
reasonable to think that that transmitter may be on the air, and not
propagating from Chile. So, more so-called Christian Radio. One wonders
why each of these stations act as if they are the only one giving the
message! Actually, La Voz has some fairly nice music, and you don't
have to bother paying attention to the words. (Tim Hendel, AL, July 13,

COSTA RICA - Because of interference complaint from Tasmania, Since UT
July 6, RFPI has switched from 6980 to 6975-AM in the 0000-1500 period;

CUBA - I heard RHC on 13605 past 0500 July 14, very distorted, and
causing splatter which almost covered the entire 22 meter band. I sent
an E-mail to Arnie this morning. I'll let you know what he says when I

INTERNATIONAL WATERS - [and non]. A book-in-progress on the web about

MONGOLIA - V. of Mongolia, 12085, was again marginally readable on July
7, first checked at 1157 in Chinese, fluttery but fair, seems more audio
on USB than LSB. 1210 started English with IS, Mongolian and English
IDs, theme, schedule; 1212 Aussie(?) announcer with "Last Week's News";
1220 music break; 1226 Mailbag, but I never caught anyone's name; 1237
goodbye, music; 1238 woman with English sked, music, 1240* So the
mailbag is on Tuesdays; low het on high side grew stronger during the

MONGOLIA - VOM marginally audible July 14 on 12085 at 1226 check but
instead of Mailbag like last Tuesday had Chinese-style military band
music mixed with interview (Glenn Hauser, OK/ GH SW/DX Report 98-32,
July 16)
NETHERLANDS ANTILLES - Totally aside from the debate about whether
digital thingies are involved, one of RN-Bonaire's transmitters is
definitely capable of terrible splattering, as Ernie Behr has insisted.
I heard it myself July 7 at 2025 on the 13 meter band, when 21590 was
yelling in Dutch about a silly ball game, presumably World Crap, and
the same modulation peaks were splattering up and down the band,
gradually diminishing with distance from the centre frequency, but
detectable as far down as 21505 and as far up as 21770, overriding
weaker signals such as Portugal-21655; still the same at 2130 recheck.
The other two Bonaires, 17605 and 15315 were not // but with regular
Dutch programming and no spurs. Sounds like the Orban 9105a as described
by Bob Zanotti; will RN admit to using one on this transmitter? (Glenn
Hauser, WORLD OF RADIO 948 / GH SW/DX Report 98-31, JULY 9) --- The
problem may well be in the audio processing now widely in use by SW
stations. Specifically, it's a very sophisticated, state of the art
processor called the Orban 9105a (they have a Website). This is a
modernization of the old VOA audio clipper of the Cold War days. All the
"big boys" are using it today, including BBC, RN, DW, Norway, Sweden,
Finland, RFI, Austria, and the VOA itself. There's one big hitch,
however: the Orban produces an incredibly punchy, high-level audio
signal, and if the transmitter is old or improperly adjusted, serious
splatter and/or poor-sounding modulation will result. Even the usually
careful and reliable DW has had splatter trouble because of the Orban.
I've had a hands-on experience with the 9105a in Schwarzenburg, and I
can tell you it's fantastic. But if it's not set up properly, it sounds
awful and is actually counterproductive. The year 1996 has been
mentioned as the turning point in audio / modulation problems at some
stations, and this in exactly the period when the Orban 9105a caught
on. This, just in the way of a possible explanation for SOME of the

NEW ZEALAND /CHILE - I have not heard anyone mention the clash between
RNZI and Voz Cristiana on 11690. Voz wins here in Edmonton at 0500 with
SS programming. This has been going on for just over a week now (Mick

NEW ZEALAND /CHILE - Checked July 7 after 0500, and RNZI was winning,
barely here, but it's an awful clash with slow subaudible heterodyne

NEW ZEALAND - I arrived back Sunday to be greeted with the final detail
of the financial cuts we are to suffer. A brief summary for you - From
August we expect.......Our large staff of 12 will reduce to 9. Dedicated
programmes for the South Pacific Islands will be reduced from 11 to 5
hours daily at Pacific breakfast time. Domestic radio will fill the gap.
Transmission hours will be cut by 2 hours - closing at 1010 UT instead
of 1205 UT. The future of Mailbox has yet to be decided (Adrian

NEW ZEALAND - Quick check of 11690 after 0500 July 13 found some
Spanish, but not English, making me wonder if RNZI had moved off to
avoid Voz Cristiana; not found on some other likely channels. And at
1158 the 6100 sked announcement still included 11690. Mailbox was not on
this week either, but City Talk Mon at 0430 on 17675, 1130 on 6100

NEW ZEALAND - I heard RNZI with a good signal on 11690 at their
switch-over time of 0459 July 14. I did not hear Voz Cristiana on 11690
at 0500 July 14. New Zealand was loud and clear. (Ivan Grishin, Ont.,

NEW ZEALAND - Once again on July 16 at 0500, RNZI 11690 had heavy
co-channel from Spanish music, presumably Voz Cristiana, Chile as
before; the two are about 1 Hz apart, producing a heavy beat as well
(Glenn Hauser, REVIEW OF INTERNATIONAL BROADCASTING/ GH SW/DX Report
98-32, July 16)
NEW ZEALAND - RADIO NZ INTERNATIONAL BROADCASTS CUTBACK. Confirmation
came through on July 13 that reduced funding from the NZ Ministry of
Foreign Affairs for Radio New Zealand International will result in staff
and programming reductions to take effect from August 3, 1998. With New
Zealand's official shortwave voice already running on a very tight
budget, the cut of NZ$166,000 (about US$85,000) or 13 percent reduction
in annual funding means a significant cutback in programming services.
Weekly transmissions will be cut back by 12 hours, with the daily
closedown moving from 1200 UTC back to 1015 UTC. RNZI's own programming
is reduced from 11 hours to 5 hours daily. The breakfast session will
be retained but from 10.30am till 10.15pm NZT (2230-1015 UTC) RNZI will
relay Radio New Zealand's 'National Radio' domestic service. The only
exceptions are expected to be an RNZI Pacific Islands news bulletin
insert at 4.00pm (0400 UTC) and occasional Cyclone Warning Broadcasts.
The Foreign Affairs Ministry has made a small grant (US$9000) to ensure
the latter unique service is maintained. The only Pacific Island
language programming to be retained will be the local morning news
broadcasts in Samoan, Cook Islands Maori, Tongan and Niuean. Evening
programming to be dropped includes the popular Pacific Islands language
music request programmes and a number of English language features
including Rudi Hill's "On the March" feature. At this stage the future
of RNZI's listener feedback programme "Mailbox" is uncertain. 5
part-time RNZI staff will lose their jobs, in effect reducing the total
fulltime equivalent staffing by 25 percent to just 9. Interviewed on
RNZ's National Radio, former RNZI Head Ian Johnstone described the move
as "a step backwards". He noted that 3 government-sponsored reviews by
independent analysts into the cost effectiveness of RNZI since it's
return to air with a 100kw transmitter in 1990 have all supported its
continued operation. Sharon Crosbie, Chief Executive of Radio New
Zealand says she is sad and frustrated that RNZ has to implement
cutbacks to such a valuable service. Speaking on behalf of the NZ Radio
DX League, the largest shortwave listener organisation in the Southern
Hemisphere and presently celebrating its 50th anniversary, Bryan Clark
notes that 1998 is also RNZI's 50th birthday. The first official
shortwave broadcasts from the 7.5 kilowatt transmitters at Titahi Bay
north of Wellington took place on 25 September 1948. Bryan says the
year-to-year funding review by the Foreign Affairs amounts to a slow
strangulation of the broadcaster and its dedicate staff, who provides
incredible value for money with an annual operating budget of under
US$700,000. Regretably, and like its Australian counterparts, the
Foreign Affairs Ministry are only seeing international broadcasting as a

NIGERIA - [non]. The Yoruba show Monday July 13 at 2100 on WHRA 15460
mixed English with other language segments, including an announcement
from Amnesty International calling for investigation into death in
custody of previous political prisoners; and in general it seems they
are still suspicious about Abiola's death. The Yoruba words for "1993"
are "nineteen ninety-three". One would think out of ethnic pride they
would figure out a way to express such large numbers without defaulting

NIGERIA - Ogene Ndigbo Radio, Wednesday June 1, 1998 on 15460 kHz (via
WHRA), starting at 2100 with O=4 in East Germany. WHRA announcements
say, antenna beam is to West Africa at that hour. Opening announcement
by male speaker included mentioning of Washington D.C. Px contained talk
and mx in Igbo (?) but no long EE parts (like sister station Radio
Yoruba) were heard. Several mentionings of Biafra and Nigeria, at 2109
... Ogene Ndigbo Post Office Box 91425 Washington DC 20090. At 2110
repeat of that address announcement. Sudden end of px at 2154 was follow
by short WHRA announcement and short part of WHRA programm about
Jefferson attending church in Washington and the influence of American
History on Christianity till 2157 (switching error?), short WHRA
announcement again, tx went off air at 2158 in the middle of WHRA

PIRATE EUROPE - Today July 9, I received a messagge from Peter Moore of
Radio Caroline with the information that the station will be test each
Wednesday evening from 18.00 to 20.00 UK time the new frequency of 15200

SAIPAN - RFA to purchase KHBI from Herald Broadcasting - The First
Church of Christ, Scientist's Herald Broadcasting Syndicate announced
the sale of KHBI in Saipan to Radio Free Asia in yesterday's issue of
"The Christian Science Monitor". Although the sale price was not
announced, the purchase agreement does allow the Church to use the
station to broadcast religious programming after the transfer is
implemented. RFA management hopes that all current KHBI employees will
remain at the station once RFA assumes possession of the station. (Jim

URUGUAY - R. Montecarlo/Oriental sked, after France 98 Soccer World Cup,
is as follows: R. Oriental on 11735, 1030-2330; R. Montecarlo on 9595,
2330-0300 (of the following day). R. Oriental will carry soccer match
transmissions for "Supercopa" and "Copa Mercosur" tournaments on 11735
and, therefore, this will make its s/off time variable. The 6140 outlet

USA - The "last" Spectrum program June 20 indicated that they hoped to
