Well, the transmitter output goes to a phasing unit where the signal is
split, and sent in varying phase and amplitude relationships to the
towers. The amplitude, at least, is determined by reading the RF ammeter
at the base of each tower. The pattern is verified by driving around to
the authorized monitoring points and measuring the signal amplitude with
a field-intensity meter (a glorified radio with an accurate S-meter).
