[HCDX]: TIS - 1690 kHz

Some additional information from Bob Tiara:

The call that is being given on the tape loop is W T Zero 7 2 Zero.
I feel sure the first zero should be the letter O.  The station is
operated by the North Carolina Department of Transportation and is
on I-95 in Robeson County, NC which is on the NC/SC line.  Still
don't know exact location of the station - maybe Jerry Starr can
discover it this weekend on his trip to Florida.
