[HCDX]: NEWS: KCBS Chongjin moves again

NORTH KOREA

KCBS Chongjin (presumed), which has been drifting between 3940 and 3945 in
recent weeks, and mostly off the air these days, emerged Jan. 4 on 3936
(first noted 1500) but suddenly disappeared at 1718 (brownout?). It came
back on at 1816, relaying Pyongyang BS //3250 3320 6250 6400. SIO 433.
