I've been hearing this in Davenport, Iowa for over a month now, 
although I've only noticed it in the mornings (after 1200 UTC). 
Actually, I'm getting it on two frequencies - around 1613 or so and 
around 1638 or so. I find it best using FM mode (which the Drake R-8 
has). There is a FM station in Rolla on 97.5 with a call that is 
similar to the K-Day slogan. (I don't have my M-Street Journal here 
to check). They have a sister AM station on 1580 or so. Again, I 
can't remember off hand. This appears to be some kind of mixing 
problem between the AM & FM. In the morning it is quite obnoxious and 
really splatters over just about everything from 1600 - 1655 kHz. I 
haven't noted it in the evening, but I haven't tuned in to that range 
before 0200 for a few weeks. Seems to me the AM outlet is a daytime 
station.  Anyway, it is NOT a pirate. Just a screwed up legal station.
