Many thanks to those of you who responded with the current WETT address & 
suggestions re my UNID on 1300 kHz (heard on the Sheigra DXpedition last 
month).  
.
A further check of the tape confirmed that the identification on 1300 kHz 
was "PJD3 on 102.7 FM". It would appear that what I heard was PJD-2  from St 
Maarten in the Netherlands Antilles with a relay of their FM service (the 
1991 WRTH, p.288 confirms PJD-3 as the FM callsign; the 1997 WRTH confirms 
the FM frequency as 102.7).
 
The fact that it was in English confused me, but a gazetteer reveals that St 
Maarten is a mainly English speaking island.

Thanks to your help the mystery is solved!
