ICECAP in European server ?

Many times tried to download the ICECAP frm the USA adress at bldrdoc.gov  
but speed was so slow  that after some hours only  a very smallpart  has been 
downloaded (less than 200kB  as example) 
Does anybody know  if the program is in any  european server? 
The archie of FuNET did not find anything
